Mayor Duckett has announced his intention to appoint Deputy City Manager Shaña Reeves as the next City Manager at the upcoming City Council “organizational meeting” on January 20. Upon her appointment, if ratified by the City Council, Reeves will officially assume the duties of City Manager in January.
To ensure continuity and organizational stability, Mayes has agreed to remain with the City in a support capacity through June 30, 2026. During this period, he will hold the title “City Manager – Retiring,” providing guidance and institutional knowledge.
“This transition approach allows Shaña to step fully into her new role while still having access to Rob’s experience and historical insight,” Duckett said. “It is consistent with our long-term succession planning and reflects our commitment to a smooth handoff and uninterrupted service to our community.”
Mayes said, “It has been the professional privilege of my life to serve three Mayors, eleven City Councilors, forty-one outstanding department heads, thousands of city employees, and—most importantly—the citizens of Farmington over these nearly twenty years. I am deeply grateful for the trust placed in me and for the opportunity to work alongside so many dedicated public servants. I look forward to continuing to support the City’s mission and priorities during the months ahead and to assisting in any way that will help position the next City Manager—and the entire organization—for long-term success.”
Reeves currently serves as “second in command” as Deputy City Manager. Prior she most notably held the position of Assistant City Manager and Director of Parks, Recreation, & Cultural Affairs—amongst other positions in her nearly 22-year tenure with the city. Shaña holds a Master’s Degree in Business Administration and is a candidate for the highly sought “ICMA Credentialed City Manager” designation from the International City Managers’ Association. She has deep connections internally and externally throughout the community, having served on countless volunteer service group boards-including most recently as Chair of the San Juan Regional Medical Center executive board of directors for 2 years.
Mayor Duckett— echoed by Mayes, added, “Shaña Reeves is highly qualified, prepared, and battle-tested to assume this challenging role. Her body of work over these 22 years speaks for itself.
Reeves shared her appreciation for the opportunity to serve, and for the support she will receive throughout the transition.
“I am grateful for the trust placed in me by Mayor Duckett and the City Council and honored to be considered for this position,” Reeves said. “Rob’s mentorship and continued guidance will be invaluable as we move through this transition, and I look forward to continuing our work with the Mayor, Council, staff, and the community in the years to follow.”
